The heaviest flooding in 50 years will have devastating effects on Thailand. 

50년만에 찾아온 가장 힘겨운 홍수는 태국에 엄청난 손실을 가져올 것이다.

 

 

Automotive, electronics, and agriculture sectors will bear the brunt of the economic costs.

자동차, 전자, 그리고 농업부문은 경제적 희생면에서 우선 타격을 받을 것이다.

 

The disaster is expected to shrink the economy by 1.1 percent in the last quarter, much more if Bangkok is inundated.

그 재앙은 경제를 작년(2010) 4/4분기 1.1퍼센트까지 축소시킬 것으로 예상하며, 만약 방콕이 침수 된다면 훨씬 더 많이 축소될 으로 예상한다. 

 

Overall growth for 2011 will likely be 2 percent, down from the predicted 3.7 percent. 

2011년 전체 성장은 예상한 3.7퍼센트에서 하강한 3퍼센트가 될 것이다.

 

Industrial zones such as Nava Nakorn, Bangkadi, and Bang Pa-in have been submerged,

나바나컨, 방콕 그리고 방파인과 같은 공업지역은 현재 잠긴 상태이며,

 causing over 10,000 factories to suspend production and lay off over 350,000 workers.

그 결과 1만개 이상의 공장이 조업이 중단되고 있으며, 35만명이상의 노동자들이 일손을 놓고 있다.

 

The Federation of Thai Industries estimated that the damage of the record flooding to industry will total $6.2 billion.

태국 경제인 연합은 기록적인 홍수가 산업에 미치는 피해는 총 62억 달러로 평가했다.

 

Disruptions were felt in Japan and, to a lesser extent, the United States

일본에서, 그리고 다소 덜하지만 미국에서도 좌절을 느끼고 있다.

 

because the closed industrial estates host high-tech and automotive manufacturers like Western Digital, Seagate, Nissan, Toyota, Isuzu, on Semiconductor, and TDK Magnecomp. 이유는 문닫힌 공업지역은 주로 Western Digital, Seagate, Nissan, Toyota, Isuzu, on Semiconductor, and TDK Magnecomp와 같은 첨단산업과 자동차 공장들이 있었기 때문이다.

 

 The far reaching effects of overwhelming flooding emphasize Thailand’s role in the global economy and its export-oriented engine of growth. 불가항력적인 홍수가 가져온 더 큰 파급효과로 인해 세계 경제와 세계 수출지향 성장엔진에서 태국의 역활이 중요시 되고 있다.

 

Moving forward, Prime Minister Yingluck must make prudent policy decisions to restore these industries.

앞으로 잉락 수상은 이들 산업을 회복하기위해 신중한 정책 결정을 해야 한다.

 

As a result of the deluge, semiconductor and automobile makers, such as TDK and Honda, have halted production.

대홍수의 결과로 TDK와 혼다같은 반도체와 자동차 제조사들은 생산을 멈췄다.

 

Four automotive factories, accounting for 630,000 Toyotas and 240,000 Hondas annually, have closed.

매년 63만대와 24만대를 생산하는 것으로 간주되는 4개의 자동차 공장들은 닫혀있다.

 

Over 300 Japanese companies were directly affected by the disaster and estimates suggest they will take months to recover. 300개 이상의 일본계 회사들이 홍수로 직접적으로 피해를 받고 있으며, 추정에 의하면 회복하는데 수 개월 걸릴 것이다.

In consumer electronics, the hard disk drive (HDD) industry also felt the flood’s effects.

가전 제품에서는 하드 디스크 드라이브 산업이 또한 홍수의 영향을 체감하고 있다.

 

California-based Western Digital is expected to see a 40 percent decline in its exports from Thailand,

캘리포니아를 기반으로 한 Western Digital은 태국에서 생산한 수출이 약 40퍼센트 감소할 것으로 예상한다.

 

which are worth $6.5 billion a year, as two of its plants in Bang pa-in have been forced to close.

그 것은 연간 65억불 정도로, 그것은 방파인 공장 두개가 어쩔 수 없이 문닫혀 있기 때문이다. 

 

Western Digital produces 33 percent of the world’s HDDs and sells to major computer manufacturers like Acer, Dell, and Hewlett-Packard. Western Digital 은 전세계 하드 디스크 드라이브의 33퍼센트를 생산하고 있으며, 그것들은 에이서,

델, 휴렛 패커드와 같은 대형 컴퓨터 생산업체에 팔린다.

 

Apple CEO Tim Cook said that Apple has suffered supply chain snags due to factory closures as well.

애플 최고 경영자 Tim Cook 은  애플은 또 공장가동중지로 인해 공급망의 어려움을 겪고 있다고 말했다.

 

Experts expect industry wide hard disk shortages next year.

전문가들은 내년 산업계 전반에 걸쳐 하드디스크 부족을 예상한다.

 

Flooding has inundated nearly 14 million acres of land, over 740,000 acres of which is farmland.

홍수로 인해 거의 국토의 1천 4백만 에어커를 물에 잠겼으며, 경작되고 있는 땅의 경우 74만 에이커 이상이다.  

 

The government has dropped its estimate for this year’s rice production from 27.5 million to 23 million tons.

정부는 금년 쌀 생산량을 2천 7백 5십만톤에서 23백만톤으로 예상치를 낮추었다.

 

The U.S. Department of Agriculture estimates that annual Thai rice exports will reach 8 million tons next year, down from 10.5 million tons this year. 미국 농무부는 태국 연간 쌀 수출량을 내년에는 8백만톤으로, 금년에는 1천5십만톤으로 추정한다.

 

If Thailand is to cling to its export manufacturing leadership position,

만약 태국이 수출 생산 주도 지위를 고수하고자 한다면

it needs to ensure that it  retains the investors on its eastern seaboard.

태국은 투자자들을 동해안에 머물도록 보장할 필요가 있다.

 

Currently, the government has plans to spend $4.2 billion in flood relief.

현재 정부는 홍수구제에 42억불을 지출할 계획을 가지고 있다.

 

In addition, it has spelled out a new water management system, developed plans for infrastructure improvements, and the central bank has relaxed monetary policies. 게다가 정부는 새로운 물관리 시스템, 산업기반시설에 대한 개선된 계획을 분명히 밝혔고, 중앙은행은 통화정책을 완화하고 있다.

 

However, in the wake of this crisis, Prime Minister Yingluck Shinawatra may have to reexamine some of her campaign promises, such as the rice price support scheme, 그러나, 이러한 위기의 순간 수상 잉락은 쌀 가격 부양같은 그녀의 몇몇 선거 공약을 재검토 해야만할지 모른다. 

 

 

which has negatively affected exports, and the nationwide minimum wage hike, which could hamper economic growth.

왜냐하면 그 것은 수출에 부정적인 영향을 미치고, 근로자 최저임금을 올라가게 하기 때문이다. 그리고 이러한 것들은 경제성장을 방해할 수 있다.

 

At a time when public debt is at 43 percent of GDP and the global economy is struggling due to the economic weakness in the United States and Europe,  국가의 빚이 GDP의 43퍼센트이고 세계 경제가 미국과 유럽의 경제약화 때문에 몸부림치고 있는 순간에

 

 

the Thai government’s priorities should focus on regaining international competitiveness.

정부의 우선순위는 국제 경쟁력 확보에 촛점을 맞추어야만 한다.

 

  Thailand’s reliance on contract manufacturing and exports requires prioritizing agriculture R&D, rehabilitating industrial zones, and investing in urban and rural planning.  계약생산과 수출에 대한 태국의 신뢰를 위해서는 농업 연구개발, 산업지역의 원상복구, 그리고 도시와 농촌계획에 대한 투자가 요구된다.

 

 

This will help improve the livelihoods of workers and farmers in the long run and also bolster investor confidence.

이로인해 결국 노동자들과 농민들의 생활이 나아질 것이며, 또한 투자자들의 신뢰를 강화 시켜 줄 것이다.

 

 In the short term, the humanitarian costs of the flood must be addressed, but the government cannot forget that the country’s economic fundamentals need attention as well. 당분간 홍수에 대한 인도적 비용이 다루어져야 겠지만 그러나, 정부는 국가 경제 기본은 또한 집중이 필요하다는 것을 잊어서는 안된다.
